Commercial Refrigeration Certificates for South African Market

Our refrigeration equipment is for commercial use. Normally, for the appliances exported to South Africa, we will have them covered by CE (LVD + EMC) and CB certificates. If you need other certificates from us, like LOA, SABS EMC CoC, or VC 9008, we could also get them for you. Below are some situations.

Conclusions:

  • The role of LOA and test standards are equivalent to CB. The role of SABS EMC CoC and test standards are equivalent to EMC. Both LOA and SABS EMC CoC are applicable to our commercial refrigeration products.

  • VC 9008 is suitable for household refrigeration products and has nothing to do with our commercial range. But some special channel customers may also need it. For example, he will purchase our barrel fridge as a party cooler for home use.

LOA (LETTER OF AUTHORITY) is in charge of and issued by NRCS (National Regulator of Compulsory Specification). It is required by all manufacturers and importers of commodities that fall under the scope of the compulsory specifications (VCs) prior, to the importation and sale of the product.

An LOA will only be issued after the successful evaluation of the product and when the proof of compliance is submitted. A memorandum of agreement between SARS (Customs & Excise) and NRCS also ensures stringent import control, such that no importer will be granted market entry into South Africa for commodities that fall under the scope of the relevant compulsory specifications unless they are in possession of an original valid LOA for the specific commodities.

All manufacturers and exporters of products on the mandatory list must have LOA certificates to enter the South African market.

  • Company registration

    NRCS registration: The specific material of registered importers are used to establish a credit mechanism. If the basic information of manufacturers or importers changes, it shall be re-registered in time; Non South African companies must be through agents in South Africa.

  • Submit application materials

    1. LOA application form.
    2. A qualified test report issued by an accredited laboratory. If necessary, NRCS may require the applicant to provide samples to confirm the effectiveness of the report.
    3. NRCS will review and evaluate the material.
    4. Certificate is issued.

  • LOA is valid for a period of 3 years. If after the expiry of the LOA, the product is still going to be imported or manufactured (sold), it will be necessary to apply for a renewal of the LOA for the product.

    Note: Renewal of LOA’s will be treated as a new application, meaning test report and application form must be submitted.

  • The preliminary test in the laboratory requires the South African SABS official to provide the UIN acceptance number to the EMC laboratory.

  • South Africa EMC does not accept CE-EMC transfer and needs to provide a re-evaluation of the difference to confirm the test fee.

  • If there is no information about local importers in South Africa, we provide agent services.

  • Each EMC CoC certificate can only put four product models.

I, Dr Rob Davies, the Minister of Trade and Industry, hereby under section 13 (1) (a) of the National Regulator for Compulsory Specifications Act, (Act 5 of 2008), and, on the recommendation of the NRCS, declare the compulsory specification set out in the attached schedule, to be a compulsory specification for energy. This compulsory specification for energy is VC9008: Energy Efficiency and Labelling of Electrical and Electronic appliances.

For the purposes of this document, the definitions in SANS 50229, SANS 50242, SANS 50285, SANS 50304, SANS 54511-3, SANS 60081, SANS 60456, SANS 61121, SANS 62087, SANS 62301 and SANS 62552 apply.

In addition, the following definitions shall apply:
Applicant: The manufacturer or importer seeking approval of Electrical and
Electronic apparatus. The applicant shall be an existing legal entity within the
The Republic of South Africa.

Approval: Confirmation by the NRCS that a particular electrical/electronic
apparatus type satisfies the requirements of this compulsory specification.

Conformity of production: Proof that electrical/electronic apparatus offered
for sale have been manufactured to the approved design and continue to
comply with the requirements of this compulsory specification.

Declaration report: A report that is issued by an accredited conformity
assessment body, indicating the equivalence of products and/or standards.

NRCS: The National Regulator for Compulsory Specifications as established
by the National Regulator for Compulsory Specifications Act, 2008 (Act No. 5
of 2008).

Proof of conformity: Documented evidence of conformity with the
requirements of this compulsory specification.

Valid test report: An original certificate or a certified copy of an original test
report.

A valid certificate of conformity: An original certificate or a certified copy of an

Small electrical oven: Is an electrical oven with a volume = 12 L (litres) and
volume < 35 L (litres).

Medium electrical volume: Is an electrical oven with a volume = 35 L and
volume < 65 L (litres).

Large electrical oven: is an oven with a volume =65 L (litres)
